Actual issues of the State life are reviewed at the session of the Government

President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where actual issues of domestic and foreign policy of the State were reviewed as well as important decisions in social and economic life of the country were made. 

Deputy Chairman of the Cabinet of Ministers G. Myradov reported on the activity in the sphere under his supervision and on the elaboration of the Regulation on Tax Collection for the procedures of the registration of the copyrights, List of such procedures as well as fees of the Collection. It was informed that this document based on the Law of Turkmenistan on Copyright and Neighbouring Rights and the Law of Turkmenistan on Foreign Exchange Regulation and Foreign Currency Control in Foreign Economic Affairs is agreed with relative departments and meets the requirements of international law. 

Having listened to the report, President Gurbanguly Berdimuhamedov noted that creation of favourable economic conditions for the development of the state system of protection of the copyrights is aimed at the intensification of scientific, technical and cultural growth of the country. Having signed relative Resolution, the Head of the State addressed the Vice-premier with number of specific instructions on the fulfilment of the legislation in this sphere. 

Continuing the session, the Deputy Head of the Government reported on the measures for bringing national accounting system and financial reporting to the correspondence with international standards. For this purpose, it is planned to carry out preparation activities including the development of methodological directions, implementation of programme software and organization of the seminars with the participation of the experts from leading financial structures. 

Use of international standards of financial reporting is among important components while entering foreign markets and it is very topical today under active integration of Turkmenistan into the system of the world economy, the President said. Having mentioned the importance of the reformation of the accounting and auditing in the country, the Head of the State instructed the Vice-premier to analyse again this matter and coordinate it with relative structures. 

Deputy Chairman of the Cabinet of Ministers O. Gurbannazarov rreprted on the work for the support of food abundance and saturation of domestic market. 

Having noted the importance of the increment of the volumes of local production and import substitution of demanded goods, President Gurbanguly Berdimuhamedov gave number of specific instruction to the Vice-premier on this account. 

Social and economic reforms and formation of market relations in our country including in agricultural production processing, food production, retail and wholesale trading give high requirements of the quality of goods and provision of their safety, the Head of the State highlighted, having given the instruction to hold these issues under control. 

In his turn, Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the realization of the Programme of the Development of Oil and Gas Industry of Turkmenistan until 2030 and modernization of technological facilities of Turkmenbashy Refinery Complex. 

Outlining the priority objectives, President Gurbanguly Berdimuhamedov defined the rearmament of the facilities of fuel and energy complex, attraction of additional investments, advanced technologies and management practice to the industry as the main directions. The Head of the State ordered the Vice-premier to analyse new projects planned to be carried out at Turkmenbashy Refinery Complex in details. 

Having focused on the issues of further construction of Turkmenistan – Afghanistan – Pakistan – India gas line, the President said that it is necessary to form up several structural units and enterprises and requested to prepare specific proposals on this account. 

After, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the course of seasonal agricultural works. 

The President of Turkmenistan highlighted the importance of integrated approach and coordination of the activities in fulfilment of the state programmes in agricultural sphere and in increase of production volumes of grain, cotton and other crops. 

In this regard, the Head of the State ordered to activate the work on implementation of modern technologies and scientific developments in different sectors of agricultural complex. The Head of the State also assigned the Vice-premier to hold under permanent control the issues of the provision of the population with food production. 

After, Deputy Chairman of the Cabinet of Ministers M. Aydogdiyev reported on the situation in the spheres under his supervision, work of new glass plant in Ahal Velayat that started the production in test mode. 

The construction of big industrial complex with the factory for preparation of silica sand that is used as the main material for glass production was started according to the Resolution of the President of Turkmenistan in 2015. The project was done under the realization of the state programmes of import substitution in the country and production of export oriented construction materials. 

The production of glass by floatation method is new production technology in our country. Production trains of the facility include material preparation workshop, melting section, various size and thickness glass production workshop, tempering operation and ready-made production workshop. The factory is designed to make seven types of different production. 

By the provision with modern energy saving technologies, quality and variety of production, the facility will be highly competitive with the orientation on the most perspectives directions in this sphere. Bringing the facility to design output capacity will allow considerable reduction of the import of related production and the export of it in the future. 

Having listened to the report, the President of Turkmenistan stated with delight that industrial sector confidently enters new level of the development what is proven by the opening of numerous industrial facilities and considerably increased equipment and facilities base of the industry. 

Having pointed the necessity of further development of branch infrastructure with the involvement of the best world practices, increase of the manufacturing of glass production and implementation of advanced technologies and innovations in this field, the Head of the State gave instructions to the Vice-premier to hold full output operation of the complex under permanent control. 

Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev made report on the work in the ministries and departments under his control, particularly on the measures for urban planning of Ashgabat, increase of electricity production in the country, improvement of the work of municipal services and increase of the rates of construction. 

Having listened to the report President Gurbanguly Berdimuhamedov highlighted the importance of coordinated cooperation of all departments of municipality services for further improvement of social and living level of the citizens. 

Deputy Chairman of the Cabinet of Ministers B. Annameredov reported on the construction of the railway in Afghanistan for the support of the development of Turgundy railway station. 

The Vice-premier informed that Turkmen specialists build the railway according to the working plan. The rate of the construction will provide timely and quality completion of the project. 

Speaking of the construction of the railway, the Head of the State highlighted that this project would be the result of joint efforts of two sides and would give strong dynamics to the partnership relations between Turkmenistan and the Islamic Republic of Afghanistan. The President requested the Vice-premier to hold the construction of this railway as well as other associated infrastructural facilities under permanent control. 

Having highlighted the importance of high quality of works for the provision of the facilities of the railway in Afghanistan and timely putting of it into operation, the Head of the State addressed the Vice-premier with number of specific instructions. 

Deputy Chairman of the Cabinet of Ministers A. Garajayev reported on the celebration programme of New Year 2018 and informed that at present time, the preparation of cultural events that are to take place in the capital and the velayats is carried out. 

The programme includes the performance of the circus from Russian Federation from December 17 to January 14 in the State Circus. Numerous new year celebration with participation of children bands, theatre artists and popular singers start on December 15 after the lighting ceremony of the main New Year trees in the regions and Ashgabat - at Älem Cultural and Entertainment Centre. 

As per tradition, the final of the young talented singers contest and gala concert of the prize winners will take place. 

Joint performance of Turkmen and American artists in Magtumguly National Music and Drama Theatre will be another step in the development of international cooperation in cultural sphere. New Year events are planned to be held during winter school holidays in children recreation centres of Gyokdere and velayats. 

Having noted that New Year is one of the favourite holidays of Turkmen citizens, President Gurbanguly Berdimuhamedov gave assignments to the Vice-premier to organize the celebration in the capital and the regions on high level. 

Deputy Chairman of the Cabinet of Ministers S. Toyliyev presented the State programme of archaeological excavations of historical and cultural monuments located in our country along the Great Silk Road for the review by the Head of the State. The programme was developed by the Academy of Sciences together with National Department on Protection, Study and Restoration of Historical and Cultural Monuments of the Ministry of Culture. The Programme is designated for 2018 – 2021 and stipulates the establishment of international scientific contacts and development of cooperation with foreign scientific and research centres and attraction of famous scientists. 

It is planned to carry out the study of different archaeological, architectural and local history subjects based on archaeological artefacts discovered at the monuments of ancient and mediaeval history of Turkmenistan. 

TV and Radio programmes are to be made for popularization of historical and cultural heritage of our nation. Scientific conferences as well as production of fiction and documentary movies are planned. 

Comprehensive restoration works are planned to be carried out at archaeological, historical and cultural monuments along the Great Silk Road together with the excavations. The work on inclusion of material and non-materials values of Turkmen nations to the UNESCO World Heritage List will be activated. 

Having approved the programme and signed the Resolution, President Gurbanguly Berdimuhamedov gave number of orders on the actualization of the Great Silk Road heritage and organization of big events. 

As is known, the Head of the State gave instructions to the Ministry of Internal Affairs on conduct of the rally “From Amul to Hazar” together with international organization and outlined its routes. In this regard, the President made the proposal on organization of bicycle ride along the same route and running races at some parts of the legendary road. Such activities combining cultural and health recreation mission will support the accretion of active life style in the society and will stimulate the development of local history study and the interest in national history, the Head of the State said. 

It is also necessary to arrange tourist trips and walking tours across the place of the Great Silk Road, Turkmen Leader continued, having noted the importance of such educational activity among the youth. It is necessary to implement new approaches to propaganda of sports, physical training in the country and popularization of national heritage of the nation, the President noted pointing at the perspectivity of the consolidation of such forms of public works as educational tourism, various sport events including not only athletic but also cultural component. 

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Merdov reported on the work for expansion of the cooperation with international organizations, which is one of the priority directions of foreign course of our country. 

Summing up the report, the Head of the State focused the attention on the presence of versatile potential for further intensification of productive cooperation with international organizations and in this context, on the important objectives of national foreign department and diplomatic corps, having addressed the Vice-premier, the Head of the MFA with number of relative assignments. 

Chairperson of the Mejlis A. Nurberdiyeva informed on the work of national Parliament. It was mentioned that the work for the development of international cooperation including inter-parliamentarian dialog is carried out to study and implement advanced practice and the world standards in national law enforcement practice. 

The President of the country focused the attention of the deputy corps on priority directions of the activity of the Parliament, which is aimed at the improvement of political culture in the country, consolidation of civil institutes and democratic values. All law-making work has to be aimed at practical interests of the society, the Leader of the Nation said, having highlighted that the main objective of the deputies is to represent the interests of entire population implementing social priorities of the State and National legislation. 

Other important subject, on which relative decisions have been made, was reviewed at the session of the Cabinet of Ministers.
