President Serdar Berdimuhamedov participated to the meeting of the CIS Council of Heads of State

On October 10, 2025, during the working visit to the Republic of Tajikistan President Serdar Berdimuhamedov attended the successive meeting of the Council of Heads of State of the Commonwealth of Independent States.
Following the official photo ceremony for the heads of delegations of the participating countries, the meeting of the Council of Heads of State of the CIS was held.
The meeting, chaired by the President of the Republic of Tajikistan, was also attended by the Presidents of the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Uzbekistan, the Russian Federation, the Prime Minister of the Republic of Armenia, and the Secretary General of the Commonwealth of Independent States.
Warmly welcoming the attendees, President Emomali Rahmon emphasized the importance of the agenda of the meeting for further development of mutually beneficial partnership within the Commonwealth.
The floor was then given to the meeting participants.
At the beginning of his speech, President Serdar Berdimuhamedov expressed gratitude to the President of the Republic of Tajikistan Emomali Rahmon for the hospitality and conditions created for work.
In his speech, President Serdar Berdimuhamedov noted that one of the most important joint tasks has been and remains maintaining a sustainable system of security and stability within the CIS.
President Berdimuhamedov emphasized that upholding international law and the United Nations Charter is regarded as one of the key foreign policy objectives of the CIS. He also noted the need to maximize the opportunities coming from the adoption of the General Assembly Resolution “Cooperation between the UN and the CIS” on August 6, 2025.
Identifying the economy as a priority area for reinforcing the efforts and potential within the Commonwealth, President Berdimuhamedov noted that in the current geoeconomic realities, strengthening the CIS’s economic and industrial strength, as well as transforming it into a strong and profitable partner for other countries and associations is a vital task. The head of state underlined that the main guideline in this regard is the CIS Economic Development Strategy to 2030.
Noting that technological and innovative segments are the most important factors in the Commonwealth’s economic dynamism and competitiveness, the head of Turkmenistan stated that scientific and technical dialogue within the CIS is essential for this process.
The President of Turkmenistan also noted that cultural and humanitarian spheres traditionally hold a special place in the interstate cooperation.
President Serdar Berdimuhamedov once again invited the heads of state of the Commonwealth to the anniversary celebrations to be held in Ashgabat on December 12 of this year, as well as to the International Forum on Peace and Trust.
Concluding his speech, the head of Turkmenistan thanked President Emomali Rahmon for the successful chairmanship of the Republic of Tajikistan in the Commonwealth of Independent States this year.
President Serdar Berdimuhamedov also expressed gratitude to CIS Secretary General Sergey Lebedev for the effective coordination of the work of the Commonwealth’s units.
The decision was then announced regarding the transition of the chairmanship of the Commonwealth of Independent States in 2026 to Turkmenistan and the holding of the next meeting of the CIS Heads of State Council in Turkmenistan on October 9 of next year.
The summit then continued in the enlarged format.
Having announced the switch of chairmanship in the CIS to Turkmenistan in the coming year, the President of the Republic of Tajikistan gave the floor to President Serdar Berdimuhamedov.
In his address, President Serdar Berdimuhamedov noted that Turkmenistan will approach this chairmanship with the utmost responsibility, fully understanding the scale and scope of the tasks to be addressed together.
Thanking President Serdar Berdimuhamedov for his speech, President Emomali Rahmon wished Turkmenistan success during its chairmanship of the CIS.
A number of documents were adopted following the Summit.
