On December 19, 2010 in the capital of Kuwait - Kuwait City, the Olympic Council of Asia, the National Olympic Committee of Turkmenistan and the administration of Ashgabat city signed an agreement "On conducting the V Asian indoor and martial arts games in the capital of Turkmenistan city of Ashgabat in year 2017".
On November 5, 2010 in the turkmen capital the foundation for the Olympic Village was laid - the arenas where the V Asian Games in year 2017 will be held. The largest in the region Olympic Village will be located on an area of 157 hectares.
This complex includes over 30 different facilities, including social-living, transportation and other infrastructures. Total cost of the facilities is 5 billion dollars. Construction of the village is carried out in three stages. In 2014 the first stage of construction was completed and in December 2015 - the second.
In January 2013, President of Turkmenistan Gurbanguly Berdimuhamedov signed a decree on the establishment of the Organizing Committee of the 2017 V Asian indoor and martial arts games.
In November 27-28, 2014 in Ashgabat, during the signing ceremony of the document on the participation for the first time of Oceania countries in the history of V Asian Indoor and Martial Arts Games in 2017, the President proposed to include in the program of V Asian Indoor and Martial Arts Games in 2017, in addition to the previously agreed 19 sports, the Turkmen national wrestling named goresh and horseback riding (konkur). President of Turkmenistan proposal was accepted by the Olympic Council of Asia and jointly approved.

According to this document, in addition to the 45 National Olympic Committees, members of the OCA in 2017 for the first time, the Asian Games will be attended by 17 National Olympic Committees of Oceania.
