Conference dedicated to the United Nations General Assembly Resolution “The Role and Importance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security, and the Process of Sustainable Development.”
On 23 May 2026, the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan hosted a conference dedicated to the adoption by the United Nations General Assembly of the Resolution entitled “The Role and Importance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security, and the Process of Sustainable Development.”
The event brought together senior officials and staff members of the Ministry of Foreign Affairs of Turkmenistan, heads and representatives of diplomatic missions and international organizations accredited in Turkmenistan, as well as faculty members and students of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
The conference was moderated by the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, G. Yusupova.
Speakers at the conference included the Minister of Foreign Affairs of Turkmenistan, Rashid Meredov, the Head of the Department of Peace and Neutrality of the Institute of International Relations of the MFA of Turkmenistan, Aksoltan Atayeva, the Executive Secretary of the National Commission of Turkmenistan for UNESCO, Chynar Rustemova, the UNDP Resident Representative in Turkmenistan, Narine Saakyan, the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Turkmenistan, Ji Shumin, the Ambassador Extraordinary and Plenipotentiary of the United States of America to Turkmenistan, Elizabeth Rood, and the Human Rights Adviser at the United Nations Regional Centre for Preventive Diplomacy for Central Asia, Armands Pupols.
In his remarks, the Minister of Foreign Affairs of Turkmenistan emphasized that the Resolution adopted by the United Nations General Assembly reflects the support of the international community for Turkmenistan’s foreign policy course. He underlined that the implementation of peace-oriented initiatives has become possible owing to the far-sighted policy of the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, and the President of Turkmenistan, Serdar Berdimuhamedov.
R. Meredov also highlighted a number of initiatives reflected in the text of the resolution, including the establishment in Turkmenistan of an Academic centre for the study of peace, neutrality and preventive diplomacy, the creation of a Chamber of Mediation for Peace in accordance with the charter of the United Nations, as well as the development of guidelines on the observance of the principles of neutrality.
The Resolution further envisages the promotion of the initiative of President Serdar Berdimuhamedov on the development of a Global Security Strategy based on the principles of neutrality. Its objective is to foster a fair and sustainable international security system through dialogue, mediation, respect for sovereignty, and the peaceful settlement of disputes. Turkmenistan reaffirmed its readiness to continue active cooperation with the international community in implementing these initiatives in the interests of peace and stability.
During the conference, special emphasis was placed on the consistent and constructive role of Turkmenistan in promoting regional and international peace, stability, and sustainable development. Participants expressed confidence that the policy of permanent neutrality of Turkmenistan would continue to serve as an important factor in strengthening international cooperation and mutual understanding among states and peoples.
At the conclusion of the conference, the participants adopted an address to the esteemed President of Turkmenistan, Serdar Berdimuhamedov.
